I. Potential Party and Legislative Leader Funds As Chair of the House Democratic Caucus, Representative Fazio can expect substantial party support. This support should come from several different party sources. First, the Democratic party may make a direct contribution of $5,000 to the campaign. Second, the Democratic party can now run large-scale independent expenditure campaigns in California and elsewhere, due to a recent Supreme Court ruling, short of "expressly advocating" the election of Fazio, but benefits the Fazio campaign, anyway. Finally, the party can pump into the state and local party of California unlimited amounts of "soft money" for voter drives. Vic Fazio's leadership PAC, called Victory USA, can also accept contributions independent of the Fazio campaign and use that money to strengthen the image of the Democratic party, which also will benefit Fazio.
