"Perhaps no question is as central to political discourse as that of political leadership. For if there is an 'irreducible fact' of politics, it is that in any political society some shall be the rulers and some the ruled" (Dahl & Neubauer, 1968, p. 251). If that fact of consensus exists, it is perhaps the only one that accurately describes what a leader is. Political leadership is a difficult and somewhat nebulous term to define; some define it as a power relation, others a form of influence or persuasion, still others as the effect of individual personalities on the political system as a whole. Political leadership is also associated with both formal and informal organizational systems, organized or unorganized, and in groups of every size (Kellerman, 1986, p. xiii).

In looking at such issues surrounding political leadership as the role of the leader, the questions of why leaders lead, why followers follow, and the evaluation of motivational factors that develop the complex political interactions within society, it is helpful to look at the career of Margaret Thatcher, Prime Minister of Great Britain since 1979. This essay examines Thatcher's political profile, assesses her skills as a leader, and asks why she has such a following. It also investigates the possible motivational factors of Thatcher and her conservative system, and concludes with a general evaluation of Thatcher as a political leader. Inflation and unemployment soared and Thatcher's authority was continually challenged, but she finally consolidated her Cabinet support and won the 1983 election and went on to repeat this triumph in 1987. As a leader, Margaret Thatcher has both critics and supporters. Certainly, the environment in which she rose to power contributed to some of the social discontent that allowed her to succeed. This is supported by the scholarly notion that the likelihood of personality contributing to the effectiveness of a leader increases similarly to the degree in which the political and social environments need restructuring (Kellerman, 1986, p. 43). Supporters of Thatcher and Thatcherism, as her politics have become known, view her as the democratic leader of the decade, a woman who is strong yet consistent in policy and goals. They point to her victory over the rampant inflation that plagued Britain in the 1970s, the constraint of the unions and their political "misbehavior," the enlargement of economic growth and the public's share of that growth, and her role in changes of nationalism and individualism throughout the free world.
