ENTERPRISE AGREEMENT FOR THE RHEEM SYDNEY PLANT This research paper outlines the main features of a proposed enterprise agreement between the Rheem Sydney, Australia plant (Rheem Sydney) and its local unions and discusses the issues and problems associated with it and its implementation. For various reasons, the objectives of management, the nature of the businesses involved and their underlying economics and other local history and conditions, this enterprise agreement will differ substantially from the one Leisure Co. Pty. Ltd. (Leisure Co.) proposes to use in the assigned case. The use of enterprise bargaining agreements has come into vogue in Australia labour negotiations because they eliminate the necessity for negotiating separate agreements with the multiple unions present at a single workplace and because they permit management to tailor working rules and conditions to local conditions and to minimize the standard and often rigid requirements of nationally negotiated agreements which reduce operational flexibility and lower the productivity of labour and capital. Both Leisure Co. and Rheem Sydney are faced with a multiplicity of craft or occupationally organized craft unions. Leisure Co. deals with many such unions, but only at some of its locations. Multi-skilling, job rotation and training. The emphasis in the Leisure Co. agreement on multi-hiring elsewhere in the company should not appear in the Rheem Sydney agreement. Instead,
the company and the union should commit themselves to implement at the Sydney plant new multi-skilling training and job rotation programs which should be spelled out in documents attached to the agreement. This clause should contain an explicit statement that workers will be trained in more than one job so that equipment and production break downs, a chronic problem at the Sydney plant, can be avoided or minimized, not only in emergencies but also as a planned response to foreseeable contingencies. The clause should make clear what criteria will be employed in allowing employees to enter training programs and that they will be paid their regular wage during training. Any special awards for the achievement by individual workers or workgroup units of specified skill levels should be spelled out.
