In the section "The Structure of Third World Agrarian Systems," Todaro writes that there are two kinds of world agriculture. The first kind is "the highly efficient agriculture of the developed countries" (298). This type of agriculture is so efficient that a few farmers are able to feed many people. The second type of agriculture is "the inefficient and low-productivity agriculture of developing countries" (298). This kind of agriculture is so inefficient that it can barely feed the farmers themselves, much less the population in the urban areas. There are great differences between these two types of agriculture, and great differences in the development of the two types of countries which use these types of agriculture. It is up to the developed nations to help the Third World develop agriculturally. It is necessary that the leaders of the developed nations change their thinking about the need for agricultural development which fits the needs of the people and land in the Third World.

Developing the agriculture in the Third World is important not simply to help the underdeveloped nations develop industrially, but also to help the people survive:
