Two hypotheses that have been widely used to explain the behavior of states in international relationsthe systemic and the second imagedo not adequately explain many contemporary developments. The systemic hypothesis holds generally that the international relations policy of a given state tends to be a product of the international regime of which it is a part. In the contemporary international geopolitical environment, however, some international regimes have fallen apart, others are on the brink, some are being transformed, and a few new ones are in the process of creation. The second image hypothesis holds contrarily to the systemic hypothesis that the international relations policy of a state tends to be a product of domestic political structures and pressures. One need look no further than the United States to perceive that the domestic political structure is affecting the American conduct of international relations in the contemporary period, yet it would be a great mistake to attribute contemporary American foreign policy to domestic concerns.
