This study will examine the relationship between mass media and national development in the State of Qatar. The problem focus of the proposed examination is developed in this chapter through the presentation of background information relevant to the problem, a statement of the problem, definition of terms, the importance of the proposed study, the scope and limitations of the proposed study, assumptions upon which the proposed research will be based, and a statement of the research questions that will be investigated through the conduct of the proposed study.Background Information Relevant to the Problem The capacity of an effective use of mass media to shape national development is widely recognized (Herdebro, 1982, pp. 1718). The uncontrolled presence of mass media in society, however, is perceived by many political leaders as a dangerous phenomenon that may lead to undesirable (from the perspective of the political leaders) political change or general political instability. Mass media, thus, tends to be more heavily controlled by government in many developing countries than is the case in the more developed countries with well established democratic political structures. Because of the potential importance of mass media as an instrument of national development, however, there is a growing research focus on strategies that will enhance the effectiveness of mass media as a developmental tool. The survey questionnaire that will be administered in the proposed study is one developed by Mohammed (1987, pp. 220258). Mohammed (1987, pp. 1260) reported no validity and reliability
testing for the questionnaire in the dissertation. Therefore, the status of the validity and reliability of the instrument is not known.
A pretest of the questionnaire instrument will be performed before the instrument is administered in the proposed study to assure that the data of interest will be actually generated by the questionnaire in a valid and reliable way. As the instrument will be prepared in both Arabia and English versions, both validity and reliability determinations between the two versions of the questionnaire will also be performed.
