This research study suggested that an organizationallybased management development program especially designed for young, inexperienced engineers is the best solution to the problem of preparing such individuals to effectively discharge responsibilities as manaufacturing project engineers, and manufacturing managers in the dynamic manufacturing environment of the 1990s. The hypothesis tested in the study was stated as follows: It is hypothesized that an organizationallybased management development program placing a special emphasis on (1) project engineering and management attributes, (2) human resources management, and (3) plant project opportunities and incentives will effectively prepare young, inexperienced engineers for the effective discharge of responsibilities in manufacturing project engineering, and manufacturing management positions. The research study was conducted as an evaluative survey. Both the concept and the content of the suggested organizationallybased management development program especially designed for young, inexperienced engineers were be presented, along with an alternative policy of no special organizationallybased program, to a sample of senior manufacturing project engineers and manufacturing managers, who were requested to evaluate the effectiveness of both the concept and the content of the suggested program in relation to the alternative approach. Most approaches to management expect one to take into account the environmental conditions which apply to a specific situation, or a specific time, when formulating strategy. The contingency approach to management, however, which is required in the rapidly developing manufacturing environment of the future, expects one to take into account (1) each facet of environment, and (2) all of the interrelationships between these facets. A total of 54 separate variables have been identified as being relevant to the application of the contingency approach to management in the manufacturing industries. All of the combinations of the variables, with each assumed to have but two values, would yield 18 quadrillion possible combinations.
The contingency aproach to management is, in concept, a rational approach to manufacturing management in a dynamic environment. Recognition that no single rule applies in every situation is important. Similarly, the recognition that no one solution exists for most problems or situations is equally important.
