This research provides an assessment of the performance evaluation procedure applicable to the Office for the Enhancement of Special Patient Services (OESPS) of a public hospital in New York State. The OESPS is charged with developing the abilities of special patients to (1) recognize their specific needs, (2) relate those needs to the resources available through the hospital, and (3) successfully gain access to the required resources. Special patients are defined as those patients who are (1) physically diabled, (2) mentally retarded, (3) slow learners, or (4) suffering from mental illness. This assessment of the performance evaluation procedure for the OESPS considers (1) performance objectives, (2) accountability, (3) measurement criteria, (4) incentives, (5) current performance level, (6) strengths and weaknessess of the evaluation system, and (7) recommendations for improvement.The idea of performance measurement for personnel has long been resisted by unions. Gradually, however, a general recognition is developing of the necessity for effective personnel performance evaluation. While the value of performance evaluation for organizational units has generally been more favorably 1 2received, resistance exists in this area, also, because organizational performance is, to an extent, a reflection of personnel performance. Validity in performance evaluation means that procedure really measures that which it is intended to measure. True validity is difficult to obtain in any procedure designed to evaluate human activities. The task is made infinitely less difficult, however, if the definition of that which is to be measured is simplified. A reliable evaluation procedure is one which will yield comparable results timeaftertime, when used for its intended purpose.
The performance of the OESPS is evaluated within the context of outcomes. The information required for these performance evaluations are of two types. First, there are the data developed through the conduct of periodic surveys of the hospital's special patients, which measure the progress made by these patients in the context of increasing their awareness of their special needs, the relationship of these needs to resources available through the hospital, and their abilities to gain access to these resources. Second, there are the data available in hospital records relative to the development of additional hospital resources to serve special patients.
