This project involves the presentation of a proposal for a public relations campaign to be conducted on the part of a real estate development company by a public relations and advertising agency. The public relations and advertising agency is a mediumsized organization, which operates at the regional and local levels. The real estate development company is a major regional organization. The specific project for which this public relations campaign will be conducted involves the development for urban living uses of previously undeveloped land, the great majority of which is heavily wooded.

The problem confronting the real estate development company with respect to the Lake Piru urban uses development project is twofold. First, the company, through the conduct of an effective public relations campaign, must persuade the various interested public that the project will be an asset to the region, and will not pose significant risks to the physical environment, the fiscal structure of government, or the quality of life. Land has served as a basis for taxation as far back as recorded instances of taxation have been found.
