The proposed study will compare and contrast public and private rehabilitation centers in terms of demographic differences in patients and treatment success rates observed for repetitive substance abuse patients. In this regard, it is important to note that the psychological/psychiatric notion of what constitutes substance abuse/addiction has changed over the years (Acker, 1991). In contemporary times, substance abuse is classified as a psychological disorder in which a person makes an unhealthy use of one or more substances such as drugs and/or alcohol (Abandinsky, 1989).One intervention for treating substance abuse is the rehabilitation center consisting of residential placement in which residents receive a wide variety of psychosocial, medical, and even educational services aimed at remediating the substance abuse behavior (Abandinsky, 1989). Studies of both public rehabilitation centers (e.g. Knap, 1991; Mellon, 1983; Petry & Kennedy, 1992) and private rehabilitation centers (e.g. Hawkins, 1986; King & Straus, 1981; Mathisen & Meyers, 1984) have been conducted. However, of the literally hundreds of studies that have been conducted in the last decade, no studies have specifically compared the treatment effectiveness of public and private rehabilitation centers in treating cases of repetitive substance abuse (cases where those receiving treatment have received treatment for substance abuse at least once before). A public/municipal rehabilitation program was evaluated by Petry and Kennedy (1992). The program, entitled Project About Face, is a joint effort on the part of the Memphis-Shelby County Juvenile Court, Youth Services, Inc., the Naval Air Station at Millington, Correctional Counseling, Inc., and the Bureau of Educational Research Services at Memphis State University. The goals of the project were to implement a program of education and training that is correctional in nature and reduces juvenile recidivism rates. To date 233 male juvenile offenders have entered the program.
Participants in the program spend 8 weeks at a municipal rehabilitation center. During this residential phase, adolescents are involved in structured daily living, counseling, and academics; further, participants attend counseling groups during the 6 months of aftercare.
All participants in the program were given the Stanford Achievement Test at the beginning and end of the program's residential phase. Physical conditioning was assessed at the same intervals. In addition, The Life Purpose Questionnaire, the Short Sensation-Seeking Scale, the MacAndrew Test, and the Defining Issues Test were administered three times during the program.
