The sex industry in Thailand represents a major social problem in a developing part of the world and contributes to the continued subjugation of women in the region. The trade is fueled by young women migrating from rural to urban regions, often recruited for this very purpose, and also depends on the importation of women from rural regions in nearby countries, notably Burma. The trade has shifted much of the population, as might be expected, and so has also reduced the number of women agricultural workers remaining in rural regions.

The Vietnam War has direct responsibility for the development of the sex industry in Thailand because during that conflict, U.S. troops used Thailand as a rest and recreation center, and this gives the U.S. has a particular responsibility to address the problem. The U.S. State Department's Country Reports on Human Rights Practices have described prostitution as one of Thailand's "most troubling social problems" (U.S. Department of State 1008). The State Department has also recognized the problem of the "trafficking in women from hilltribe minorities and neighboring countries" and called it a "disturbing recent trend" that is reportedly favored by Thai brothel operators because such women "may be obtained more cheaply and their inability to speak Thai makes them easier to control" (U.S. Department of State 1008). both an exporter and importer of migrant workers, and the inbound and outbound streams together amount to around 1.5 million people, or about five per cent of Thailand's total labor force of 32 million. Most of the migrant workers are illegal, traveling through the mediation of agents and labor recruiters, sometimes under a system of indentured labor. The agents include organized gangs controlled by the underworld, aided by corrupt police and other government officials government offices. The trafficking of Southeast Asian women for sex services in Japan began on a large scale in the 1970s, and prior to that, Japanese men had gone abroad on organized sex tours, which began around 1960 and expanded rapidly in the 1970s, with Thailand a major destination. The trafficking of Thai women into Japan for sex services is well organized under the control of Japanese and Thai agents, with links to the criminal world of both countries. Between 1991 and 1994, 46,995 Thais were sent back to Thailand for entering Japan illegally (Phongpaichit 5-6). Some of the migration is forced.
