This research was a study of teacher education in Liberia (19801989) with regard to the reported lack of qualified teachers in the schools of that country. Thirtysix educators with experience in the schools of Liberia were either interviewed or given a questionnaire where they were asked to identify problems and proposed solutions. Four conclusions were drawn from the study findings. First, the critical factor for the improvement of overall teacher quality in Liberia is to increase the effectiveness of the country's preservice teacher education programs. This study found that the general level of overall competency among Liberian teachers is seen as being so low that they could not benefit from inservice teacher education programs as they are structured, even if all of the problems associated with the inservice teacher education programs were effectively addressed.
