New York State (NYS) enacted Penal Law (PL) statutes relating to computer crime in 1986, because of rising public outcry concerning increased computer crime. The larceny section of the NYS PL originally covered computer crime. The larceny articles proved inadequate as technology rapidly evolved. With this new legislation written, law enforcement agencies could now mount cases against criminals that use computers in the commission of a crime. This research will provide a brief history on the evolution of computer crime along with an explanation of related terms. Most importantly, this research will examine the need for a dedicated computer crime unit in Suffolk County. Viruses have caused an enormous amount of economic and productivity loss. Some experts in the computer crime and hacking field suggest that hackers have an ethic which has very little to do with ethics. Unlike the early ethical code of ideals reviewed earlier, today's hacker ethic is arrogant and regards hacking as the natural right of those who choose to pursue the activity, "Many hackers argue that they follow an ethic that both guides their behavior and justifies their break-ins. This hacker ethic states, in part, that all information should be free. This view holds that information belongs to everyone, and there should be no boundaries or restraints to prevent anyone from examining information.
