The Internet was originated as a means for information storage and transfer among government, military, and academic organizations. Today, the Internet and World Wide Web (WWW) have revolutionized the way we live. From commerce, finance, and banking to education, communication, and information, the Internet impacts all aspects of daily life. From ordering prescription drugs and electronically paying bills to interacting in electronic distance education classes and buying gifts, the Internet has had a tremendous impact on business and individuals. From businesses that must maintain electronic Web sites to individuals who now communicate with friends and family members interactively over the Web, the development of the Internet continues to change the economy, business, and individual/consumer behavior. As one economist notes, “The generally superior macroeconomic performance of recent years is commonly attributed to the effects of information technology in general and of the Internet in particular” (Blinder 1).

Because of the tremendous impact of the Internet on business, the economy, and individuals, it is essential to examine the factors that have the most influence on the development of the Internet. Already the government and military in collaboration with a few academic institutions are busy working on the development of Internet II, a high-speed Internet that will be used mainly for government, research, and academic purposes and sharing of information. According to Hartman and Sifonis (1), the Internet or new economy demonstrates that four main factors influence the development of the Internet: leadership, governance, competencies, and technology.
