In Huntington's Political Order and Political Decay, the author makes the distinction between established "legitimate" governments (U.S., Great Britain, Soviet Union) and governments in typically modernizing countries that "simply do not govern" (Asia, Africa, Latin America) (2). He also makes a distinction between political development and political decay, with the latter being the product of economic and social modernization in their early stages. Violence and instability characterize the political systems of modernizing countries, which Huntington argues developed because of "rapid social change and the rapid mobilization of new groups into politics coupled with the slow development of political institutions" (4).
