- From The New Deal To New Government - Franklin D. Roosevelt’s New Deal was one of the largest Presidential programs ever adopted in United States history. This period was basically responsible for creating “big government” as the federal government produced legislation to stimulate economic recovery in many different sectors of America. The New Deal was primarily instituted for relief, but a second phase beginning around 1935 was aimed more at reform. The Public Works Administration, the Works Progress Administration, the Social Security Act, and the Fair Labor Standards Act were all part of Roosevelt’s relief, recovery, and, reform. By regulating banks and the stock market, the government was able to control the type of practices that led to the depression. Roosevelt’s primary method of controlling the economy was through deficit spending, yet, it failed to achieve his desired goals many times.
