Since the Russian culture was much less secular in 1897 than American culture in 2002, to say the least, I would have to support Hertzl’s version of Zionism even though as an American living in 2002 I subscribe to Ha-Am’s version. Based on religious and political history, Herzl proposed and pursued the restoration of the Jewish state. Somewhat naïve in thinking, Herzl believed that other cultures, from Americans to Palestinians would welcome a Jewish state because of potential benefits from the existence of one. Herzl hoped to build a Jewish state through immigration, believing that anti-Semitism would be reduced in other nations because of an exodus of Jews to their internationally recognized state. However, he thought this would be a well-regulated movement with constant checks of public opinion, “The outflow will be gradual, without any disturbance, and its very inception means the end of anti-Semitism” (Hertzberg 214).
