THE APPLICATION OF TOTAL QUALITY MANAGEMENT CONCEPTS AT A HIGH-TECH NATIONAL DEFENSE RESEARCH AND TESTING FACILITY: A RESEARCH PROPOSAL

A research study is proposed that will examine the effects of the application of total quality management (TQM) concepts on organizational performance at a high-tech national defense research and testing facility. TQM concepts have been applied in a wide variety or organizational environments, and have been found to more appropriate for some forms of organizational activities than for others.

The successful implementation of TQM concepts often is more easily said than done. The difficulties in the implementation of a successful TQM program are magnified when an organization's output is a service, as opposed to a good. Such is the case with high-tech national defense research and testing facilities. The proposed research study will examine the effects on organizational performance of the application of TQM concepts in such facilities. Within the context of this problem, the research questions that will be investigated in the proposed study will be as follows:

1. Does the application of TQM concepts affect performance effectiveness related to the quality level of organizational output?

2. Does the application of TQM concepts affect managerial performance effectiveness?

3. Does the application of TQM concepts affect performance effectiveness related to the cost efficiency of organizational output?
