Based on the above description of the curriculum problem, it is likely that Fullan's (2001) call for a transformation in the structures and culture of the educational system, as well as coordination is highly applicable to the situation. However, the successful implementation of Fullan's (2001) suggestions will require a reflective identification and implementation of the processes required to make the necessary changes to improve the quality of the curriculum. For the remainder of this paper, the individual elements of the gardening process will be used as an organizing framework for discussing Fullan's (2001) suggestions.
