History of LAPD

The Los Angeles Police Department is the third largest law enforcement agency in the United States. It has over 9,000 uniformed officers and 3,000 civilian employees, who police an area of nearly 500 square miles, which includes a population of almost 4 million people (en.wikipedia/wiki/Los_Angeles_Police_Department). The LAPD has suffered from underfunding for years. As a result it has one of the lowest ratios of police to population served of any major police department. The result is a plethora of private security forces who police upscale areas of the city.
