IS WAR BETWEEN IRAQ & THE UNITED STATES IN 1998 OR IN THE NEAR FUTURE INEVITABLE?

This research examines the question: "Is war between Iraq and the United States in 1998 or in the near future inevitable?" In the remainder of this introduction, the purpose of the study is stated, the scope of the study is explained, and the plan for the presentation of the results of the examination is outlined.

The issue investigated in this study was Iraq's relationship with the United Nations with respect to the sanctions imposed against Iraq by the United Nations Security Council as a consequence of that nation's behavior during the 1990-1991 crisis involving Kuwait that culminated in the Gulf War of 1991. The purpose of this study was to investigate the specific question within the context of this issue: "Is war between Iraq and the United States in 1998 or in the near future inevitable?"

The question investigated in this study was framed within the context of an Iraqi war with the United States as opposed to the United Nations because the United States is the only nation with the means to pursue a war with Iraq that is actually pursuing a policy that could culminate in a war. Thus, the scope of the research performed for this study was limited to the motivations, objectives, policies, and the probable outcomes that would stem from the implementation of those policies of Iraq and the United States.
