One of the most common problems in organizations is a difference between the way management views the "big picture" and the way that rank-and-file employees view it. Management often has information that is not effectively communicated to the rest of the organization, with the result that employees may devote resources working on projects which are not necessarily consistent with the vision of the organization. Frohman suggests that vision statements, for example, are too vague to adequately convey actual task assignments to employees, and the best plans are worthless if specific individuals are not assigned to accomplish the various tasks.
