Obligation of the Government to Help Assimilation

The government has an obligation to help ethnic and minority groups better themselves and assimilate into American society. These groups come to this society in the first place in search of opportunity, and in doing so they are following in the footsteps of the Europeans who first settled here and created the American governmental system. The government has this obligation not only because it is obliged to help those who respond to the American dream but also because providing such help is good for the rest of the country by helping improve the economy, prevent poverty, reduce crime, and maintain a higher life style for all Americans.

The primary concept of government that prevails today is that government is not something imposed by the gods as was once believed but is rather an agreement under which the people rule themselves or agree to be ruled as a way of gaining protection from the vagaries of human nature. This has been one of the major shifts in thinking over the centuries, away from the idea that the sovereign is invested by God or the gods or some other external and superior force and that he or she is ruler by divine right, and to a system that derives from the people. With thinkers like Locke, Rousseau, and Hobbes, it became more and more common to see the power of government as deriving not from heredity or the divine right of kings but from the people.
