Public concerns related to equal opportunity in housing and credit ranged from the ability of some groups to obtain housing and credit in certain areas to the ability of members of many of these same groups to obtain financing for either housing or business in areas where it was accessible to them. This type of loan policy or practice constituted open discrimination, and as such was somewhat more easily dealt with legally if not in actual practice than were some other forms of discrimination.
