Proposed Early Childhood Education Project

The Alice Bush Early Childhood Education Project seeks the objective of designing and implementing ten "ideal" or educationally maximal schools serving the educational needs of children ages ten to eight (preschool through third grade). These schools will be set up throughout the state. Expected funding for the project is about $50,000 per school.

The philosophical framework of the school is based on the notions of educators and curricular experts Ornstein and Hunkins (1993) who postulate that the ideal learning environment:

1. Encourages the development of complex thinking.

2. Upholds the American values of individuality, freedom, and moral empowerment.

Regarding the distribution of authority, School Directors will answer to a governing board composed of the district superintendent, at least one member of the board of education, at least two members of the business organizations in the local community, at least two teachers, and parents). The hiring of all School Directors will proceed through this board.

The hiring of teachers and staff at each school will be under the authority of the Office of the School Director whose responsibility will be to delegate initial hiring processes such as interviews and review of candidates' credentials to staff. If candidates meet stipulated criteria, they will be brought back for a second interview with the Director. The Director and staff will then discuss hiring the candidate and the final decision will be made by the Director.
