The educational setting within which the problem proposed for study is occurring is a children's community center. The community itself consists of 2,800 members of various ethnic groups. Ethnic compositions within the community include: 5 percent Asians; 40 percent African-Americans; 45 percent Hispanics; 5 percent European Americans; and 5 percent other groups (e.g. Native Americans, etc.) The majority of families in the community are headed by single parents which is to say that most of the families in the neighborhood community which the center serves are either unmarried or currently divorced or separated families--with all of the attendant problems that this fact implies. The Children's Center itself is only one of 95 children's centers located throughout the public school district. Like the other centers, this one is funded by monies from both the state and the federal government. Families served by the center consist of those with children between two and twelve years of age. In other words, the center serves families with children of a wide variety of ages. The center's daily schedule is from 6:00 A.M. to 6:00 P.M. This schedule is long in order to serve the needs of parents who must drop children off before work and wait until after work before they can pick them up.
