Empire Net is a backbone network in New York that links state offices together. Developed with a combination of private and public cooperation, the system is not an end in itself, but provides the tools and connectivity which brings a variety of sites together on a single network. Empire Net combines voice and data on a single network (voice over data) with the result that redundant network hardware is not needed to transmit the two types of information. While it can be convenient to have a single network carry voice and data since the logistics are simpler than multiple networks, such a network must still be able to process both types of transactions as quickly as if separate networks are used. Any degradation in service defeats the purpose of having an integrated system, so the service provider must be confident in the ability to guarantee a high level of performance in order to ensure maximum customer satisfaction.
