Empire Net is a backbone network in New York that links state offices together. Developed with a combination of private and public cooperation, the system is not an end in itself, but provides the tools and connectivity which brings a variety of sites together on a single network. Empire Net combines voice and data on a single network (voice over data) with the result that redundant network hardware is not needed to transmit the two types of information. The network is able to charge its customers less than they previously were charged to operate on a different network, and Empire has been successful at building its customer base. This research considers the rationale behind a product such as Empire Net, and evaluates what the future may hold in store for one of the largest networks now in operation.New York was not different from other large entities which developed networks on a case by case basis. This approach results in nonintegrated networks which often use expensive lease lines and which are not as efficient as direct connects. In the early 1990s, analysts determined that a single backbone network would enable the state to take advantage of high-capacity shared resources offering greater productivity and efficiency to the state's operations. Such a network does not come without responsibility on the service provider's part, however. Since a single provider is now responsible for both voice and data communication, dire consequences can result if the network goes down. In such a situation, consumers lose not only the ability to conduct their business, but also the ability to convey the information that they cannot process data. This puts a tremendous emphasis on the backup systems and fail-safe mechanisms in the network in order to prevent such a catastrophic eventuality.
The service provider must also ensure that consumers do not sacrifice performance for convenience. While it can be convenient to have a single network carry voice and data since the logistics are simpler than multiple networks, such a network must still be able to process both types of transactions as quickly as if separate networks are used.
