Davidson County, North Carolina, is located slightly west of the center of the state. The county's school district is a K-12 district with five administrative officers (including the Superintendent) and a five-member Board of Education. The area is semi-rural with some concentration of furniture manufacturers (including Thomasville) providing significant sources of employment.

There are 14 elementary (K-5) schools in the district, 5 middle schools (grades 6-8) and six high schools as well as one extended day and one special needs (Stoner-Thomas) school. The ADM in the district is 8,987 for elementary, 4,444 for middle school and 5,118 for high school; this yields a total ADM of 18,549. The district is predominately white (17,943 of the ADM) with 417 black pupils, 70 Hispanic, 67 Asian and 52 American Indian. The overwhelming majority (1,075) of teachers have previously taught in Davidson County schools with 88 first-year teachers and 52 instructors who taught in a different district in the previous year. The per pupil expenditure in Davidson County is $4,834.38.

The district offers a number of auxiliary services, including transportation and nutrition, to students within the district. Bus transportation to and from school is provided at no cost to the student, and the average state cost per pupil is $238 per year. The Martin Plan The Martin Plan, another Republican plan, would bring the foundation level to the 85th percentile in the state, a move that would benefit Davidson County. Categorical aid would be continued for some categories (such as transportation) but eliminated (as it would be under the Roberts Plan) for driver education. The monies currently used for driver education would be used elsewhere in the foundation program. The rationale for this is that there are plenty of private sources available for driver education, although this puts an additional burden on poor families who may not be able to pay for private instruction for their children. As with the Roberts plan, the Martin plan also calls for mandatory local property tax, and (similar to the Roberts plan), local districts would also be able to levy an additional optional tax. The difference between the two plans is that Martin's calls for approval of the additional tax to be by the board of education while Roberts requires that a voter referendum be held. Martin also proposes a new state sales tax, also at four percent, which is likely to meet with the same resistance that would greet the Roberts plan a
