This issue brief traces the dispute between the United States and the European Union over the European Union's ban on growth hormone-treated beef from the inception of the dispute to the action by the World Trade Organization supporting the position of the United States on the issue. The World Trade Organization dispute settlement panel has ruled that the European Union's ban on imports of meat derived from animals treated with growth hormones is inconsistent with the Uruguay Round Agreement on health safety measures used to restrict imports, the so-called Sanitary and Phytosanitary Agreement. The World Trade Organization growth hormone decision was the first made under the Sanitary and Phytosanitary Agreement and affirms, according to the author of this issue brief, World Trade Organization requirements that countries base their action in this on risk assessment and scientific justification.

Although this journal article is almost 10 years old, it provides valuable information concerning the effects of bovine growth hormone on food safety. Bovine growth hormone (bGH) is the bovine form of a hormone made in the pituitary glands of all animals that is necessary for normal growth and milk production. The authors noted that, although the Food and Drug Administration believes growth hormone is safe, critics had alleged that the regulatory process was faulty.
