While the issue is controversial with respect to the economies of the industrialized countries, it is all but inflammatory when considered in the context of the economies of the developing countries. In the latter context, the issue assumes greater significance, because of the pressing economic and social needs in developing countries, and because much of the military equipment and weapons systems procured by developing countries is acquired from one or more of the industrialized countries.

In the proposed study, national defense expenditures will be assessed as an independent variable in a time series analysis wherein economic development and social development are dependent variables. The specific economic models and their specifications are addressed in the "Data Analysis" section of this chapter.

Two research questions will be investigated through the conduct of the research for the proposed study. These research questions are as follows:

1. What were the trade-offs between spending on national defense and funding the promotion of economic growth in India? Specifically, did national defense expenditures cause lower levels of economic development than otherwise would have been expected to occur?

2. What were the trade-offs between spending on national defense and funding the promotion of social development in India? Specifically, did national defense expenditures cause lower levels of social development than otherwise would have been expected to occur?

Two hypotheses will be tested. These hypotheses are as follows:

1. Expenditures on national defense caused the manufacturing component of the GDP in India to be lower than otherwise would have been the case.
