(METCO), a private not-for-profit organization was founded in 1966 in response to complaints from the African American community concerning the perceived inequality of educational opportunities for all students in the Boston Public Schools (Metropolitan Council for Educational Opportunity, Inc., 2004). METCO received it initial funding from the Carnegie Foundation and the organization receives the bulk of its annual operating funding from the Commonwealth of Massachusetts treasury under the Racial Imbalance Act. The METCO program is a voluntary public school integration program. Students living within the boundaries of the Boston Public Schools are eligible to apply for METCO slots to attend predominantly white suburban schools in the Boston Metropolitan area.
