Project Management Proposal

This project management proposal has at its root the need for an effective, safe, economic and practical system of controlled drug distribution in Ghana. Currently, essential drugs that could be made available are not available because no one knows where they are or how to dispense them. Further, there is no central system in place to make sure that the essential drugs are purchased, controlled, secured and distributed. Projects such as the one being proposed here are being done in other countries. This introduction will consist of two parts: Management and Technological.

The LMIS project will be administered and controlled by the Project Manager who will be a free agent, independent of, yet laterally affiliated with the Ministry of Health. The Project Manager will be hired not only for technological and scientific knowledge, but also for management skills. This is a management-intensive position and requires a person skilled in dealing with both public administrators and technophiles.

As shown in the report, the LMIS project will be relying on the Rapid Application Development (RAD) paradigm, one which calls for simultaneous team development and interface access.

The LMIS Management success will depend on constant interaction between such business activities as drug explanations, training, business plans, finance, systems, measures and controls -- all of which are aspects of the RAD type of project management. We have adopted, for the LMIS project, the philosophy that this RAD management will be based on the act of paying careful attention to the components of a system, rather than the system as a whole.
