This project management proposal has at its root the need for an effective, safe, economic and practical system of controlled drug distribution in Ghana. Currently, essential drugs that could be made available are not available because no one knows where they are or how to dispense them. Further, there is no central system in place to make sure that the essential drugs are purchased, controlled, secured and distributed. Projects such as the one being proposed here are being done in other countries. This introduction will consist of two parts: Management and Technological. The LMIS project will be administered and controlled by the Project Manager who will be a free agent, independent of, yet laterally affiliated with the Ministry of Health. The Project Manager will be hired not only for technological and scientific knowledge, but also for management skills. This is a management-intensive position and requires a person skilled in dealing with both public administrators and technophiles.
