Public libraries are an important part of the American community, yet librarians understand that the Web is a threat to the library's survival. Librarians recognize the need for Web-based information to meet the customer's needs. Libraries that serve larger populations tend to be more likely to host their own Web pages compared to those serving smaller communities. Web presence in pages also correlates to the size of the population served (Prabha & Irwin, 2003). While a small business with 2 to 19 employees can expect to spend slightly under $1,500 to develop a Web site ("Interland launches unique," 2003), the technology funding needs of libraries in general are set at a far higher level. With more libraries now developing costly Web portals, the costs for establishing a meaningful Internet presence that permits access to library collections or materials can be expected to escalate significantly (Zhou, 2003). Web portals are only beginning to make an appearance and by the end of 2002. Zhou commented that the cost of building an in-house portal varies depending on available resources in the library. Many libraries already have their own Web servers, application server, database products, and enough storage space for each user to create a small profile. The major costs for a new portal will be for staff resources to create a My.Library portal and then to maintain it.
