IRAQ-UNITED NATIONS CRISIS WINTER 1998

The current crisis involving Iraq and the United Nations has evolved subsequent to the end of the Gulf War in 1991. The dispute between Iraq and the United Nations is focused on the resolutions imposing sanctions and conditions on Iraq by the Security Council of the United Nations, the extent to which Iraq has or has not complied with those resolutions, and the perceptions of the United States primarily with respect to such compliance or noncompliance. The evolution of this problem may be appreciated through a review of the Security Council resolutions directed at Iraq that have been implemented since the end of the Gulf War in 1991.

The Security Council passed Resolution 686 on 2 March 1991. This resolution reaffirmed the sanctions against Iraq, but offered to speed the flow of medicine into the country if Iraq accepted responsibility for the damages incurred by Kuwait during the seven-month Iraqi occupation. This resolution also specified the conditions required of Iraq to gain an agreement on a formal cease fire. Nothing much occurred as a consequence of this resolution.

Resolution 687 was passed by the Security Council on 3 April 1991. Through this resolution, the United Nations offered to end the Gulf War and progressively lift most sanctions against Iraq, if Iraq accepted a series of stringent military and financial conditions. This resolution required Iraq to

of incorporating Kuwait into Iraq. In the 1950s and 1960s, the Ba'ath Party, of which Saddam Hussein is a member, gained political control in several Arab states. The Ba'athist leaders in the several countries soon has a falling out, and bitter rivalries developed. One of the bitterest of these rivalries is that between Saddam Hussein in Iraq and Hafez al-Assad, the leader of Syria. This rivalry was the basis for Syria's joining of the Allied coalition against Iraq in the Gulf War. A concern for the fate of Kuwait and Saudi Arabia had nothing to do with Syria's action. In the 1940s, the state of Israel was created out of a part of Palestine through the actions of the major western countries and the Soviet Union. The Arab states bitterly opposed this action, and have since that time engaged in unceasing efforts to eliminate Israel. The actions taken by the major western nations, particularly the United States, in support of Israel have further fanned the fires of Arab nationalism. The fall of the Shah of Iran in 1979 brought to power in that country the Ayatollah Khomeini.
