Community Association Management (CAM) is a small company located in Yorba Linda specializing in the management of homeowner associations, such as those which govern condominium communities. The company is a partnership formed by Howard Lewis and Judy Munroe, who are both active in its operation. In addition to Lewis and Munroe, there are seven property managers on staff, an accounting specialist, receptionist, and a customer service representative. All of these positions are full-time.CAM has experienced considerable growth in recent years, and Lewis and Munroe are looking at hiring additional property managers in order to make additional expansion possible. They are also considering opening a second office which would focus on a different geographical area than they currently serve. However, they are concerned about losing control of the company as they bring in additional workers, and they are also concerned that their casual management style may not be appropriate with a larger staff and a remote office. My assignment was two-fold. First, I had to create job descriptions for the current positions, and sit down with Lewis, Munroe and other employees to develop a possible structure for the company if it had a remote location. Second, I was to create an evaluation process by which all employees could be objectively evaluated in a way which provided valuable feedback to the employee as well as performance measurements to Lewis and Munr

This situation is not acceptable as the company considers a significant expansion.
The nature of the business makes it an ideal environment in which to implement a 360-degree feedback program as a way to measure performance. Traditional performance appraisals are based on the supervisor monitoring and evaluating the employee's performance. For some situations, this is acceptable. However, when an employee interacts with a variety of people both inside and outside the organization, and when the supervisor has only limited knowledge about the quality of those interactions, a more comprehensive approach is warranted.
Under the 360degree performance appraisal system, an employee's manager has input into the evaluation, but so do other individuals who have relationships with the employee. Thus peers, vendors and customers all have input into the evaluation. In a company such as CAM, where relationships with all of these individuals are key, this type of evaluation can be particularly effective.
