In 1994 Lou Montulli set out to make the World Wide Web easier to use and created the "persistent client state object" or "cookie." In so doing he made it easier for web browsers to "surf" the web, for law enforcement to track criminal activity, and for banks to detect fraud. He also helped spark one of the greatest concerns facing web users today -- lack of privacy (Schwartz, 2001). Because of the ease in tracking personal information, there has been concern regarding the extent to which companies acquire personal information and how those companies are using that information. Some of those companies, which promise consumers that they will not release such information to anyone, end up selling that same information as part of the effort to liquefy assets during a bankruptcy.
