The Situation in Iraq and the Middle East

As you know, the NSC has become increasingly concerned about the events in Iraq and the rest of the Middle East over the last two months. Our military planners did a commendable job in winning the war, but are struggling with the task of 'winning' the peace.

In NSC Memorandum 011504/NSC, the Council cautioned that the U.S. military was not trained or equipped to be successful in the role of nation builders. The recent escalation of violence in Iraq seems to prove this analysis to be correct. In the same memorandum, the NSC cautioned that the United Nations, and in particular certain member states that opposed the invasion, would be reluctant to become involved after the war in the role of peacekeepers. That analysis also has proven to be accurate. According to Faye Bowers and Dan Murphy, the presence of the militias - some with as many as 50,000 fighters is a threat to the internal stability in Iraq. It is difficult if not impossible to create stability when private armies of this size threaten the peace daily (Bower, Murphy, 2).

The NSC offers the following observations and comments:

Given the current instability and the escalation of violence both against U.S. forces, and between different sects of Muslims in Iraq, it is possible that Iraq may be entering a period of even greater instability that could end in a Civil War

Attacks against American forces are likely to intensify, and the death toll will continue to rise as a consequence

Attacks on Americans are sometimes religiously motivated. This situation has the potential of becoming a Jihad against American troops who are already seen by some Iraqi clerics and infidels and defilers of Iraq's holy sites and a threat to Islam

The NSA's classified report of 3/1/04 indicates there is massive and mounting evidence that both Syria and Iran are involved in fomenting violence in the region
