One potential solution to the housing problem for the elderly lies in combining the best features of manufactured housing and the long established mobile home parks. Safe and affordable housing for the elderly may be developed through the siting of appropriate manufactured housing in a mobile home park environment. In urban areas in the United States, however, even a development of this type must overcome a variety of hurdles. Among the more significant of these hurdles are those associated with (1) the financial feasibility of such a project, (2) the environmental acceptability of such a development, (3) the computability of such housing density with growth control policies, and (4) the appropriateness of such redevelopment in the context of land use policies.
The proposed research will investigate the redevelopment of agricultural land in Tulare County, California into housing for the elderly that would involve the siting of appropriate manufactured houses in a mobile home park setting. The research question that will be investigated in the proposed study is as follows: Is the redevelopment of 12 acres of Kibler Ranch property (currently planted in walnuts) in Tulare County, California into housing for the elderly (manufactured houses sited in a mobile home park setting) feasible in the contexts of (1) financial viability , (2) environmental acceptability, (3) computability with growth control policies, and (4) appropriateness in the context of land use policies.
