This research compares and contrasts the positions of President Bush and PresidentElect Clinton on federal education and health care policy. The positions considered are primarily those stated in the recently completed presidential campaign. In the case of President Bush, however, positions on federal policy have also been illustrated in his actions as president.

Health Care Policy The Candian health care system is often pointed to by critics of the American system. The ideology underlying the Canadian health care system is universality. Universality means that all persons are entitled to identical benefits, regardless of their station in life. In the United States, the underlying ideology for the health care system is said to be freedom of choice. Greater significance is attached by most Republican politicians and by almost all American physicians to the idea that each individual is able to select her or his own physician than is attached to the concept of universality of access.

The gap between these ideological concepts is one health care policy separation between President Bush and PresidentElect Clinton. Clinton favors the concept of universality, while Bush holds that freedom of choice must be maintained as the essential priority. In great part, however, the freedom of choice issue pushed by Bush is a ruse.

Thus, whether the fact is recognized or not, health care services for the indigent are being funded at present by all parties. The real question is not whether such services should be funded by other than the recipients, but, rather, how they should be funded. Third party funders include government, health insurance companies, and employers. The federal government under the Bush Administration generally refuses to recognize any federal responsibility for the funding of health care services for the working poor. The Bush Administration further refuses to recognize any responsibility, while, at the same time, altering poverty criteria so that the numbers of officially indigent persons in the country increases. Health care economics is in a state of turmoil, as a result of dynamic changes occurring in the health services environment.
