Rapidly developing political changes in Europe that began unexpectedly in 1989 and that accelerated with the collapse of the Soviet Union have resulted in scrutiny of American expenditures for national defense. This reappraisal of defense expenditures covers manpower, weapons systems, and the procurement policies for such weapons systems.The proposed research study will examine a central aspect of weapon system procurement policy in the United States. The procurement policy that will be examined is the sole source/sole customer policy (Brunton, 1988, p. 601). Statement of the Problem A variety of concerns exist with respect to the solesource/solecustomer policy. These concerns include acquisition costs, redundancy in both research and development and in production, the creation of unhealthy dependency relationships for both vendors and government, the level, quality, and timeliness of technological innovation, weapons system quality, and the potential for fraud (Toy, 1988, pp. 2829; Dwyer, 1989, pp. 3435). Of equal significance are the dependability, reliability, and stability of supply sources for major dedicated defense weapon systems. Limitations
The research that will be performed for the proposed study will focus on the procurement of major defense weapon systems. The findings of the proposed study, therefore, will not be directly applicable (and may not be applicable at all) to other defense and governmental procurement.

An extensive review of the relevant literature will be presented in the thesis reporting the results of the proposed study.
