The purpose of this research is to examine the most criti cal of the public policy issues facing the Security Pacific Corporation, and the internal structure and processes estab lished and used in identifying, assessing, and acting on these issues. The findings of this research are presented in discus sions (1) providing background information on the organization, which includes a description of the internal structure and pro cesses established and used in addressing public policy issues, (2) identifying the most critical public policy issues facing the organization, (3) an assessment of the issues, the organi zation's response to these issues, and the structure and pro cesses established and used in addressing the issues, and (4) recommending improvement in the way in which the organization addresses the issues, together with a consideration of the implications of implementing these recommendations.The Security Pacific Corporation is a holding company. The principal business of the holding company is the operation of a network of commercial bank operating companies under the corporate name Security Pacific Bank (Security Pacific Corpora tion, 1989). ted the conduct of inter provincial commercial banking. In the four decades since that time, six very large banking institutions have grown to dominate the commercial banking industry in Canada. Smaller local banks continue to exist; however, they play a very small role even at the local level in Canadian commercial banking. The choices available to the banking consumer in Canada were reduced, and control of the banking market, in a very real sense, passed from the consumer to the service providers.
A fear among opponents to either interstate banking, or statewide branch banking in the United States is that the com mercial banking industry in the United States could easily develop along the Canadian pattern. In fact, however, prohi bitions at the federal level against interstate banking, or at the state level against statewide branch banking have not pre cluded concentration in commercial banking, where economic incentives existed for such concentration.
