In the interest of National Defense, the United States must take care to procure a reserve of strategic materials that may or may not be found within its borders. Indeed, materials deemed to be ôstrategicö are those which satisfy either of two distinct criteria; one, that the material in question is useful in some area of military production(s) and/or two, that the material is in vulnerable supply. Those materials not found in the United States, and/or those found nearly exclusively in a select few other (possibly hostile) regions, are considered to be highly strategic in that acceptable substitutes for these materials are not readily available to us should these supplies be cut off (as in a state of war) (Strategic Materials, p. 3-4). Currently three nations, Russia, South Africa and Zaire account for over seventy percent of the worldÆs production of chromium and platinum group metals (Strategic Materials, p. 3). There is not domestic mine production for these specific metals in the United States, and their uses in military production are manifold. Thus, these materials are considered to be highly strategic. While not containing the more sweepingly destructive properties as, for example, those that are endemic to highly enriched uranium (the essential component in nuclear weapons), platinum group metals and chromium are useful to nations such as the United States and Russia primarily for their versatility (Edwards, 2002, p. 2).
