Summary of the Hearings on the OSH ActThe hearings concerning the bills which led to the Occupational Safety and Health Act took place during the Fall of 1969 and the Spring of 1970. The hearings before the House Select Committee on Labor occurred intermittently over 15 days during September, October, and November of 1969, while those before the Senate Subcommittee on Labor took place over 12 days during September of 1969 and May of 1970. Most of the testimony came from supporters of the bills, who trotted out endless statistics concerning death and injury rates. The hearings before the House subcommittee were representative of this. In 1968, during the second session of the 90th Congress similar bills had been presented to Congress but had not been acted upon before the end of the session. The hearings concerning these bills presented a contrast with those of the 1969 bills. Industry representatives had opposed federal involvement in the workplace
