In the face of numerous initiatives from all levels of government, this activity has continued to flourish. This research presents a proposal designed to develop information that will facilitate the formulation of a program that will effectively control gagrelated criminal activity in Los Angeles County. To provide services at the levels required to preclude urban riots, however, would require the expenditure of vast amounts of money that cities do not have, and that the federal government is unwilling to spend. Further, it is charged that federal and statesprograms seldom provide a coherent perspective at the local level. It also has been suggested that many of urban riots could been prevented, if the abrasive relationships between police and minority citizens had been alleviated. The riot in Los Angeles in 1992 following the acquittal of police officers accused in the Rodney King beating incident sparked comments similar to those made nearly 30 years ago in the wake of the Watts riot. Thus, the conditions underlying social deterioration in American communities do not appear to have changed. The cumulative effects of such neglect imply that each successive riot will be worse than the last.
