1. Much of the increasing political conflict in California recently is a reflection of the national mood, for there has been increasing political conflict in Washington as well. One of the reasons for the latter has been the shift from Democratic to Republican control, and the effort of the Republicans in Sacramento to accomplish the same thing has been frustrated by a number of events which have added to the political rancor in the state. The Republican leadership thought it had enough votes to oust Assembly Speaker Willie Brown and install a Republican, but Brown used various tactics to shift the vote from the member the Republicans wanted to Doris Allen. Though she was a Republican, she angered the leadership and was voted out, first of her job and then of the legislature itself through a recall election. Her successor has not been much more successful in winning over his own party. Frustration is one reason for the political conflict, but others are term limits, giving members less incentive to cooperate than they had in the past; a reduced economic base with the end of the Cold War an
