FEDERAL OPTIONS FOR INCREASING THE QUALITY OF HOUSING AVAILABLE TO LOW-INCOME HOUSEHOLDS A policy analysis prepared by graduate students at Pepperdine University examined the failure of housing policy in the United States, as the objective of such policy is to assure access to acceptable housing for citizens of all income levels. The efforts of the federal government since the 1930s, as evidenced by the present conditions of housing for low-income American families, provide proof of the failure to deliver on the promise of this policy.
Current federal housing programs, following the patterns of past programs, fail to provide adequate housing access for low-income households because adequate subsidized housing is offered only to those families that are low-income and meet the limited criteria of elderly or disabled. Thus, other low-income households (the majority of such households) do not benefit from the federal program.
