Castlereigh was addressing what he perceived as a fundamental difference between the balance-of-power warfare that had characterized Europe since the Treaty of Westphalia in the mid-17th century, and a new type of conflict, exemplified by the French Revolution, that threatened to be primarily within nation-states rather than between them. During the period between 1648 and 1789, the European states were frequently embroiled in wars.
