Lord Castlereagh wrote that "the existing concert (of the Great Powers) is their only perfect securtiy against the revolutionary embers more or less existing in every state of Europe; and...true wisdom is to keep down the petty contentions of ordinary times, and to stand together in support of the established principles of the social order." Castlereigh was addressing what he perceived as a fundamental difference between the balance-of-power warfare that had characterized Europe since the Treaty of Westphalia in the mid-17th century, and a new type of conflict, exemplified by the French Revolution, that threatened to be primarily within nation-states rather than between them. During the period between 1648 and 1789, the European states were frequently embroiled in wars.
