According to the Public Relations Society of America (PRSA) (2005), the purpose of public relations is to "help our complex, pluralistic society to reach decisions and function more effectively by contributing to mutual understanding among groups and institutions." The goals of institutions are shaped by the external environment and if institutions wish to achieve their goals, they must foster and maintain effective relationships with multiple internal and external audiences or publics such as employees, members, customers, local communities, shareholders, and other institutions, as well as with society (PRSA, 2005).

Regardless of whether addressing an internal or an external public, an effective communications plan must coincide with an organization's goals (Wikipedia, 2005). Internal functions of public relations are those that are directed at the "internal public" of an organization: its employees or its Board of Directors. Internal motivation is a vital factor that affects the bottom line by building morale, enhancing productivity and creating team spirit. It also helps recruit qualified people and retain them.

External functions of public relations are those areas of communication that are directed toward anyone outside of the organization: the community, the media, the shareholders, the government, lobbyists, or public opinion.

Organizational public relations are internal functions. Employees of a company play a vital role in creating and maintaining the image of a company and so internal, organizational public relations must focus on creating an internal environment that fosters positive employee morale and productivity. Two examples of organizational public relations are employee relations and crisis relations.
