Changes in the Community Creating Pressures A number of disparate community developments are placing increased pressure on the Calgary Police Department. Among the more significant of these changes in the community are the following: 1. A significant increase in criminal activity committed by juveniles has occurred. 2. Serious misunderstandings have developed between the Calgary Police Department and the residents of lowincome areas within the department's jurisdiction. 3. Parks within the department's jurisdiction are increasingly the site of criminal activity. 4. The existence of localized organized crime has been substantiated in Calgary. 5. Ethnic and racial diversity has increased among the residents within the department's jurisdiction. 1. B. Types of Problems Caused For the Calgary Police Department By Changes in the Community The increase in criminal activity committed by juveniles has caused civic commissions, elected politicians, and members of the general public to demand that the Calgary Police Department assume greater responsibility for the prevention and control of crime committed by juveniles. While seeking greater police involvement in youth programs, however, the community is not offering the police any increase in resources. sion of the Calgary Police Department in 1975. Among its other responsibilities, the Security Squad is charged with monitoring neighborhoods where racial tensions exist, or where it is suspected that racial tensions may develop.
A Training Division was formed within the Calgary Police Department in 1974. While the Training Division has not been charged with the responsibility of developing and implementing training programs for officers in the area of racial and ethnic understanding and sensitivity, the capacity for such development and implementation activity is in place.
2. Revised Structure for the Calgary Police Department
The Calgary Police Department is currently organized into six divisions, the commander of each of which reports directly to the Chief of Police. In light of the changing demands being placed on the Calgary Police Department, it is desirable to change both the reporting structure and the responsibilities of the six divisions. The changing responsibilities of the various divisions are reflected in changes (additions, deletions, and shifts) in the subordinate units within the various divisions, as indicated in the Revised Organization Chart, which may be found on the following page.
